ΘΕΜΑ: ΔΙΩΞΕ ΚΙ ΕΣΥ ΕΝΑ ΤΣΙΓΓΑΝΟ … ΜΠΟΡΕΙΣ!

ΜΕ ΠΡΩΤΟΦΑΝΕΙΣ ΕΚΚΑΘΑΡΙΣΕΙΣ ΤΣΙΓΓΑΝΩΝ “ΓΙΟΡΤΑΖΕΤΑΙ” ΣΤΗΝ ΕΛΛΑΔΑ ΤΟ “ΕΥΡΩΠΑΙΚΟ ΕΤΟΣ ΚΑΤΑ ΤΟΥ ΡΑΤΣΙΣΜΟΥ”

 

Το Ελληνικό Παρατηρητήριο των Συμφωνιών του Ελσίνκι και η Ελληνική Ομάδα για τα Δικαιώματα των Μειονοτήτων καταγγέλουν ότι το Ευρωπαϊκό Ετος κατά του Ρατσισμού “γιορτάζεται” στην Ελλάδα με τη λειτουργία, σε πανελλαδική κλίμακα, συστηματικών μηχανισμών εκδίωξης των άστεγων Ρομά (Τσιγγάνων) από τους καταυλισμούς όπου είναι εγκαταστημένοι,. Οι δημοτικές αρχές όχι μόνο πρωτοστατούν στις δικαστικές και μη διώξεις αλλά και ορθώνουν εμπόδια σε οποιαδήποτε προσπάθεια μετεγκατάστασής των Ρομά σε άλλο χώρο.  Καθώς δε όλα αυτά συμβαίνουν χωρίς καμμιάν αντίδραση σχεδόν όλων των ΜΜΕ και όλων των πολιτικών δυνάμεων, θεωρούμε ότι όλοι όσοι σιωπούν είναι συνένοχοι σ’ αυτή τη ρατσιστική έξαρση. Ειδικότερα δε ο Πρωθυπουργός Κ. Σημίτης που, εδώ και ένα μήνα, έχει αποφύγει να απαντήσει στις επιστολές των δικών-μας αλλά και διεθνών οργανώσεων για το αποκαλούμενο “γκέτο Σημίτη” στα Ανω Λιόσια. Αναμφίβολα θεωρούμε ως υποκρισία κάποιοι κρατικοί παράγοντες, στα λόγια να εμφανίζονται ως υπέρμαχοι της επίλυσης των προβλημάτων και στην πράξη να αρνούνται να συμβάλουν, έστω και στοιχειωδώς, στην αντιμετώπισή τους. Μήπως τελικά έχει και στην Ελλάδα αθλοθετηθεί έπαθλο ανάλογο με εκείνο που ανήγγγειλαν οι ρατσιστές ακροδεξιοί Ρεπουμπλικάνοι της Τσεχίας για το δήμο που θα εκδιώξει τους περισσότερους Ρομά;

 

ΤΑ ΣΥΓΚΕΚΡΙΜΕΝΑ ΣΤΟΙΧΕΙΑ

 

Στις 17/6/97, εκδικάζεται η αίτηση ασφαλιστικών μέτρων κατά 91 οικογενειών Ρομά, που είχαν υποβάλει από κοινού ο Δήμος Ευόσμου και οι ιδιοκτήτες των οικοπέδων όπου βρίσκεται ο καταυλισμός. Πρέπει να τονιστεί ότι η αξίωση των ιδιοκτητών και του Δήμου για απόδοση της νομής δεν ευσταθεί, διότι οι Ρομά διαμένουν στην περιοχή από το 1967, χωρίς να έχουν υπάρξει οποιεσδήποτε αντιδράσεις από την πλευρά των ενδιαφερομένων. Αξίζει να σημειωθεί ότι δεν έχει γίνει καν νόμιμα η επίδοση του δικογράφου, αφού επιδόθηκαν απλώς 200 αντίγραφα σε ένα Ρομ (Τσιγγάνο), ενώ σύμφωνα με το νόμο θα έπρεπε το κάθε άτομο να το παραλάβει χωριστά. Αν τυχόν ευδοκιμήσει η αίτηση ασφαλιστικών μέτρων, 3.500 Τσιγγάνοι θα βρεθούν στο δρόμο, καθώς όλες οι γειτονικές δημοτικές και κοινοτικές αρχές αρνούνται να τους δεχθούν στους χώρους που έχουν προταθεί για μετεγκατάσταση.

 

Στο μεταξύ, ο Δήμος Καλαμάτας υπέβαλλε αίτηση ασφαλιστικών μέτρων σε βάρος 70 οικογενειών από τις οποίες οι 60 είναι εγκατεστημένες εδώ και 3 χρόνια στη λεγόμενη βιομηχανική περιοχή. Αυτό το γεγονός καταρίπτει τον ισχυρισμό της Δημοτικής Επιχείρησης ότι “διαταράχθηκε η νομή”, αφού το Φλεβάρη του 1995 ο ίδιος ο Δήμος, έχοντας αποδεχθεί τους Ρομά είχε τοποθετήσει κάδους σκουπιδιών και έκανε κανονικά την αποκομιδή. Επίσης, η αίτηση ασφαλιστικών μέτρων πρέπει να αποριφθεί ως καταχρηστική, γιατί ο Δήμος είχε δεσμευτεί δημόσια ότι δεν θα διώξει τους Ρομά αν προηγουμένως δεν βρεθεί άλλος χώρος.

 

Ιδιαίτερη, και άκρως ρατσιστική περίπτωση, αποτελεί ο δήμος Ανω Λιοσίων, ο οποίος έδιωξε με τη βία τους Ρομά από το λεγόμενο “Κάμπινγκ” για να τους εγκαταστήσει τάχα σε λυόμενα, αλλά στην ουσία τους έβαλε σε στρατόπεδο συγκέντρωσης, το λεγόμενο πια “γκέτο Σημίτη”. Επιπλέον, εκτός από τις απειλές και την τρομοκρατία που ασκείται καθημερικά εναντίον των Ρομά από δημοτικούς υπαλλήλους και εμφανώς ένοπλους αστυνομικούς, πρόσφατα πετάχθηκαν έξω τα πράγματα δύο οικογενειών που έλειπαν και σφραγίστηκαν τα λυόμενα. Προφανώς, ανάλογη τύχη θα έχουν και οι υπόλοιποι. Εκτός αυτού, τη Δευτέρα 26/5, με το πρόσχημα της αυθαίρετης δόμησης, γκρέμιστηκαν τις παράγκες 10 ακόμη δημοτών Ρομά, που τις είχαν στήσει σε δικά τους οικόπεδα. Συνεπώς, η δημοτική αρχή, όχι μόνο έδιωξε τους Ρομά από το χώρο του Υπουργείου Υγείας όπου διέμεναν εδώ και 15 χρόνια , αλλά τους εμποδίζει να μείνουν και στα δικά τους οικόπεδα, καθώς συστηματικά τους απορρίπτει τις άδειες να οικοδομήσουν. Αυτή είναι η “ανάπλαση” της περιοχής που εκθείασε σε πρόσφατη επίσκεψή-του ο Πρωθυπουργός.

 

Επίσης, στα Τρίκαλα η τοπική Οικολογική Κίνηση κατάγγειλε ότι η δημοτική αρχή, χρησιμοποιώντας τη δημοτική αστυνομία, γκρέμισε τα παραπήγματα 20 περίπου οικογενειών Ρομά στις περιοχές του εργοστασίου Agroviz (ανήκει στην Ενωση Γεωργικών Συνεταιρισμών) και Πύργου και τους εκδίωξε. Τα παραπήγματα βρίσκονταν στον δρόμο Τρικάλων-Καλαμπάκας όπου υπάρχουν τα “νυχτερινά κέντρα”. Οι αρχές θεώρησαν όμως ότι μόνο τα παραπήγματα υποβάθμιζαν “αισθητικά” την περιοχή. Ας σημειώθει ότι πριν από 7-8 χρόνια, πάνω από 50 οικογένειες Ρομά είχαν και πάλι εκδιωχθεί από την περιοχή των Τρικάλων.

 

Ακόμα, με ιδιαίτερη μανία, η αστυνομία, πριν από 20 περίπου ημέρες, “αποκατέστησε την τάξη” γκρεμίζοντας την παράγκα μιας οικογένειας Ρομά (30 ατόμων) στο Φοίνικα, στον περιφερειακό δρόμο Θεσσαλονίκης-Χαλκιδικής. Και εδώ, η εφαρμογή του νόμου κατά των αυθαιρέτων άρχισε όχι από τις παράνομες βίλες, αλλά από τα “αυθαίρετα” των Ρομά.

 

Τέλος, διωγμό υφίστανται και 500 Ρομά της Νέας Αλικαρνασσού Κρήτης από το Δήμαρχο και τη Νομαρχιακή Αυτοδιοίκηση. Υστερα από κρούσμα πολυομυελίτιδας σε μικρό Ρομ, βεβαιώθηκε ιατρικά ότι η κατάσταση στον καταυλισμό είναι άθλια, επειδή ο Δημος αρνιόταν συστηματικά να μαζέψει τα σκουπίδια, στην προσπάθειά του να εκδιώξει τους Ρομά από την περιοχή. Η σοβαρότητα της κατάστασης ανάγκασε το δικηγόρο Λ. Δρανδάκη, μέλος της Δ. Αμνηστίας, να υποβάλει μήνυση κατά του Δημάρχου για παράβαση καθήκοντος, ενώ παράλληλα κινήθηκε αυτεπάγγελτη δίωξη εκ μέρους του Εισαγγελέα για πρόκληση κινδύνου για τη δημόσια υγεία στην περιοχή. Η διαδικασία μετεγκατάστασης είναι τυπικά σε εξέλιξη, αλλά στην πράξη κανένας άλλος δήμος δεν δέχεται τους Ρομά στην περιοχή του.

TOPIC: “GO AHEAD! EXPEL ONE ROMA TOO … YOU CAN!”

OUTRAGEOUS CLEANSING OF ROMA IS THE WAY GREECE “CELEBRATES” THE EUROPEAN YEAR AGAINST RACISM.

 

Greek Helsinki Monitor and the Minority Rights Group - Greece denounce that Greece celebrates the European Year against Racism by promoting, on panhellenic level, a systematic operation of expulsion of homeless Roma from the settlements where they live. Municipal authorities are not only initiating these judicial or extra-judicial persecutions, but they also raise obstacles to any attempt of relocation of Roma into other places. Since all the above occur without any reaction from almost all the mass media and all political parties, we consider that all those who remain silent share the responsibility for this racist wave. We refer especially to Prime Minister Simitis who has avoided for a whole month to answer to the letters of our and of the international organizations about the so-called “Simitis ghetto” in Ano Liosia. There is no doubt that we regard as hypocrisy the fact that some public officials in their statements appear to be staunch supporters of solutions to these problems, whereas in practice they refuse to contribute to dealing with them. We wonder if in Greece there has been introduced a prize similar to the one that the far right-wing racist Republicans of the Czech Republic have offered to the municipality that will to expel the largest number of Roma.

 

THE CONCRETE EVIDENCE

 

On 17/6/97, there will be a trial concerning the petition of temporary judicial measures against 91 families of Roma, that has been submitted by the Mayor of Evosmos and by the owners of the land where their settlement is. It should be emphasized that the request for restitution of the “use” of land is not legal, because the Roma have lived in the area since 1967, without any reaction at all on behalf of the involved persons. We have to mention that the official documents of the petition have not been legally serviced, since 200 copies were serviced to one Rom, although, according to the law, the documents should have been serviced to each person separately. If the petition is accepted by the court, 3,500 Roma will be found in the streets, because all the neighboring municipal authorities refuse to accept them in the places that had already been suggested for transfer.

 

In the meantime, a petition of temporary judicial measures has been submitted, by the Municipality of Kalamata, against 70 families of Roma, despite the fact that 60 out of the 70 families have been installed in the so-called “industrial area” for almost 3 years. Therefore, the argument of the “Municipal Corporation” about “disturbance of use” can not be justified, because in February 1995 the Municipality itself had accepted the Roma, as shown by the fact that dustbins for garbage had been put, and by the fact that the employees of the Municipality used to collect the garbage. Moreover, the petition of the temporary measures should be rejected as abusive, because the Municipality had been committed in public that the Roma would not be expelled, unless another place was found previously.

 

The Municipality of Ano Liosia is a very characteristic example of racism, since it expelled by force the Roma from the old settlement in order to transfer them into prefabricated houses, but in fact it “locked” them in a concentration camp, the so-called “Simitis ghetto”. Furthermore, apart from the terrorism and the threats that are exercised on daily basis against the Roma by municipal employees and by manifestly  armed policemen, the household of two absent families were recently thrown out and the doors were sealed. It is obvious that something similar will happen to the rest of the Roma. In addition, on Monday 26/5, under the pretext of “illegal constructing”, 10 more huts of Roma residents, that had been built on land they owned, were torn down. Consequently, the municipal authority not only expelled the Roma from the area that belonged to the Ministry of Health, where they used to live for 15 years, but it also prevents them from living on their own land, since it never provides them with a permit for construction. This is the famous “rehabilitation” that the Prime Minister praised in his recent visit.

 

In Trikala, the local Ecological Movement denounced that the Municipal authority expelled 20 families of Roma and destroyed their huts in the area of the factory “Agroviz” (that belongs to the Union of Agricultural Corporations) and in the area of Pyrgos, by using the force of the municipal police. The huts were installed near the road  Trikala - Kalabaka, otherwise full of “night clubs”. The authorities claimed that only the huts degraded the “quality” of the whole area. It should be taken into account that, 7-8 years ago, more than 50 families of Roma had been expelled from the area of Trikala.

 

Moreover, the police, before 20 days, ‘reestablished order” in a brutal way, by destroying the hut of a Romani family of 30 persons in Phinikas, near the road Thessaloniki - Halkidiki. The law against the “illegal constructing”, once again, started being applied on Romani huts and not on illegal luxury houses of non-Roma.

 

Finally, 500 Roma of Nea Alikarnassos of Crete are persecuted by the Mayor and the Prefecture. After a Romani child fell sick from polio, it has been certified that the situation in the settlement is miserable, since the Municipality used to deny to clean the place from the garbage, in an attempt to get rid of the Roma in this area. The gravity of the situation led lawyer L. Drandakis, a member of the Amnesty International, to sue the Mayor for “breach of duty”, whereas the District Attorney endicted the Mayor for having caused a “danger for the public health” in the area. The procedure of relocation of the Roma is formally on, but in reality no other municipal authority accepts the Roma in its area.
